In the decade following the GFC, getting into work became progressively more difficult for the young in Australia. Then along came COVID-19. While the overall labour market has recovered strongly, there is emerging evidence that it is the young who will experience the most persistent adverse impact on their employment due to the pandemic. The costs for the young from being out of employment at the start of their working lives are now well-known to be potentially long-lasting, a phenomenon referred to as scarring.

This talk will review evidence on the current labour market outlook for the young in Australia and on the potential impact of scarring, as well as policy ideas for improving employment opportunities for the young.
